That said, you still need to rebind the buttons, you get no vibration, analog triggers and proper button prompts. If you don't mind waiting a bit yet, check out GInput
I've fixed it.. Go to steam library, steamapps, common, Grand Theft Auto San Andreas and find gta-sa.exe file. Click right mouse button a click on Properties, click on Compatibility and set it to launch in compatibility for Windows XP (service pack 3). Click on Apply and it's done! Enjoy..

Go "program files (x86)\steam\steamapps\GTA SA\" right click on "gta-sa.exe" set compatibility to 'Windows 98 / Windows Me'. It was matter of compatibility, I guess. Doesn't work for me either. Garbage. Usually clears up for me when I do the Shift+Tab thing to open the steam overlay. Works for me as well on Vice City.
